SOLAS VERIFIED GROSS MASS (VGM)

On 1 July 2016, the SOLAS VGM Requirement for verification of the gross mass of containers loaded on a seagoing vessel came into effect. This requirement stipulates that the verified gross mass must be communicated to the shipping company in good time by the freight forwarder or shipping agent. Containers that do not have a verified gross mass are not allowed to be loaded on the ship and are therefore not transported.

WHY SOLAS VGM?

The aim of this requirement is to increase the safety of life at sea and reduce environmental risks, serious accidents and cargo losses at sea. Investigations into serious accidents/incidents have shown that a large amount of falsely declared weight information was involved in these cases.

What does the new VGM Requirement mean?

The verified gross mass of the packed and locked container must be reported to the shipping company in a timely manner by the shipper (so generally by the freight forwarder or shipping agent).

The verified gross mass can be transmitted to shipping companies electronically. A new standardised interface called "VERMAS" has been developed by the SMDG (User Group for Shipping Lines and Container Terminals) for this purpose. This interface can be used to send the verified gross masses to the shipping companies via Electronic Data Interchange (EDI).

Since 1 July 2016, shipping companies have been required by law to only load containers with a VGM onto ships. Containers without a VGM cannot be transported.

METHODS OF DETERMING THE VGM

In accordance with SOLAS, the verified gross mass can be determined
using two methods:

  • Method 1: the containers are weighed
  • Method 2: The individual weights of all goods, packages, packaging aids and dunnage and the tare weight of the container are all added together to calculate the verified gross mass
